are you overweight? if so lose some weight and like every 35 lbs. you lose will give you 1/2 to 2 inches worth of growth.

if you are not over weight start working out like lifting weights

don;t worry - yet. at 15 you are still in the midst fo puberty and since it goes in a different order and prosceeds at a different pace for each guy, you still have lots of miracles to come. All you are showing is signs of being a wee bit slower to get longer than many guys you hang out with. But I bet by the time you are 18, you will stand proudly with the rest.
